Nepal is a land locked country situated on the laps of the Great Himalayan Range. Due to topographical terrain and a number of perennial streams originating from the snow peaks, the country has abundant water resources, which could be harnessed in a sustainable manner for the overall economic development of the country. Development of hydropower in a sustainable manner will turn into the most beneficial use of available water resources. A theoretical study has indicated that more than 83,000 MW of hydroelectricity is hidden in the numerous rivers in the country. Out of this, about 42000 MW of hydropower has been considered techno-economically feasible. However, only about one percent of the capacity could be harnessed so far. As of now 560 MW of hydropower is generated out of total installed capacity of 610 MW.
Historically, electricity was generated in the country for the first time in 1911 by constructing a 500 kW hydropower plant at Pharping. But even after nine decades, only 15 % of the total population has access to the electricity. The electricity consumption per capita at present is about 60 kWh/annum, which is considered to be lowest in the region. With the restoration of multi-party democratic system in the country and also considering global movement of privatization, the Government of Nepal adopted an open policy to promote flow of funds from private and foreign institutions into the project development. Necessary acts and regulations were promulgated and hydropower project development was opened up by means of licenses for studying and constructing such projects. State owned sole distributor of the electricity, Nepal Electricity Authority (NEA) made power purchase agreement (PPA) with the license holders. In order to attract more entrepreneurs into the field, the government announced facilities, concessions and benefits from time to time. In one such announcement, the government decided to purchase hydroelectricity at fixed rate for installations up to 10 MW and at negotiated price for larger projects. Since then a number of projects are licensed and are under various stages of development.
